PCSE Payments and Pension Service launching on 1 June 2021

As Primary Care Support England (PCSE) is launching a new online Payments and Pension Service from 1 June 2021, our medical accountants have been reviewing the changes and are getting ready to access their clients’ accounts in a different way.

The new system will re-locate the following existing processes so that they can all be accessed from PCSE Online:

  • NHS statements – From 1 June, practices’ monthly statements will be accessed from PCSE Online instead of Open Exeter.

The statements will include:

  • A breakdown of all payment claims
  • Expected payment dates
  • Pension deductions taken from practices
  • Pension deductions for a member to-date

Practices will also be able to view statements from the previous 6 years.

  • Payments – Claim forms for premises reimbursements and locum cover can be submitted and tracked online once the service has been enabled by the Clinical Commissioning Group. 
  • GP Pensions – This new service will allow practices and individual GPs to complete and submit pension forms online including: 
    • Type 1 Annual Certificates for GP Partners
    • Type 2 Self-Assessment forms for Salaried GPs
    • Estimate of Net Profits forms for practices
    • Locum A & B forms
    • GP SOLO forms
    • Practice joiners and leavers 

The system will also show any forms that are outstanding from previous years, which should assist us in addressing any gaps in pension records.

How to access PCSE Online

Practices should already have access to PCSE Online as it is currently used to update the Performers List, order supplies and manage medical records. If the practice has not yet registered, this can be arranged by completing PCSE’s online enquiry form here (https://pcse.england.nhs.uk/contact-us/) and selecting ‘Register for PCSE Online’ as the enquiry type.

Individual GPs should have been automatically registered for the service. An email was sent to the address associated with their GMC Online account inviting them to set up a login. Accountant access to PCSE Online

Accountants will be able to access PCSE Online to complete pension certificates on behalf of the practices that they act for. The Designated User Administrator for PCSE Online within the practice will be able to add an accountant as a user, so that they have access to the relevant sections of the system.

We will then be able to prepare the certificates and they can be reviewed and submitted to PCSE by the individual GP from their PCSE Online account.

We will be contacting our clients shortly regarding this access once we have clarified a few practicalities with PCSE.

At present, it is unclear whether accountants can be granted access to an individual GP’s account where we act for the GP but not the practice that they work at. We are awaiting clarification from PCSE on this matter.

We also don’t yet know whether practices can grant access to accountants to view their NHS statements, but they can be downloaded in PDF or CSV format as they could from Open Exeter.
